Ruairi Macdonald is a UK Research & Innovation Policy Fellow focused on the Clean Energy Mission at the Cabinet Office Evaluation Task Force. He is a ZERO Institute Research Affiliate based at the University of Oxford’s Faculty of Law. 

Ruairi‘s research examines how governments design and govern the implementation of ambitious public missions, with a particular focus on Net Zero and the clean energy transition. His work focuses on how institutional arrangements, evaluation systems, and data‑governance practices shape coordination, learning, and accountability in complex delivery systems. 

Ruairi also has an interest in public procurement and government contracting as instruments of public governance. He is qualified as a lawyer in the UK (Solicitor, England and Wales) and US (Attorney, New York) and has a Ph.D. in public policy and administration.
